Pursuant to the provisions of the Constitution of Kenya 2010, articles 179(2) (b), 183, 235, first schedule thereto and sections 57, 58 and 59 of the County Government Act (No. 17 of 2012), the Office of His Excellence the Governor, Bungoma County, wish to recruit competent and qualified persons who wish to be considered for the position of Chairperson, Member and Secretary to Bungoma County Public Service Board.

1. Chairperson of the County Public Service Board

Duties and Responsibilities
The Chairperson will chair all meetings of the County Public Service Board.
Specific duties and responsibilities will include:
  1. Provide strategic leadership and policy direction for the Board;
  2. Establish and abolish offices in the County Public Service Board
  3. Appoint persons to hold or act in office of Public County Office including in the boards/committees of urban areas within the county and to confirm appointments;
  4. Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part;
  5. Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board;
  6. Promote in the County Public Service Board the values and principles referred to in article 10 and 232 of the Constitution of Kenya 2010;
  7. Evaluate and report to the County Assembly on the extent tot which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service
  8. Facilitate the development of coherent, integrated Human Resource planning and budgeting for personnel emolument in the county;
  9. Advice the county government on human resource management and development;
  10. Advice the county government on implementation and monitoring of the national performance management system in the county;
  11. Make recommendations to the Salaries and Remuneration commission on behalf of the county government, on the remuneration, pension and gratuities for County Public Service employees.
Qualifications and Requirements
For appointment to this position the candidate must:
  1. Be a Kenyan Citizen
  2. Be in possession of minimum qualification of a bachelor’s degree from a University recognized in Kenya (a Master’s degree will be an added advantage)
  3. Have knowledge and a working experience of not less than ten years in administration and / or management
  4. Have an understanding of the diversity within the County
  5. Be a visionary and strategic thinker
  6. Have the capacity to work under pressure to meet strict deadlines
  7. Be committed to be part of a team that will enable the County Government achieve her vision
  8. Satisfy the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity
2. Secretary to the County Public Service Board

Duties and Responsibilities
  1. Provide strategic leadership for effective delivery of Boards mandate as per mission, vision and strategic plan;
  2. Oversee management of the finances, preparation and submission of the Boards Annual Plans, programmes and estimates;
  3. Make regular reports for submission to the County Assembly on the execution of the functions of the Board;
  4. Execution of the decisions of the board;
  5. Day to day administration of the secretariat and welfare of the staff;
  6. Ensure staff compliance with public service values, principles and ethical standards; and
  7. Perform any other duty as assigned by the Board from time to time
Qualifications and Requirements
For appointment to this position, the candidate must:-
  1. Be Kenyan Citizen
  2. Be in possession of a first degree from a University recognized in Kenya a Master’s degree will be an added advantage)
  3. Have knowledge and a working experience of not less than five years
  4. Be a professional, who demonstrates absence of breach of the relevant professional code of conduct
  5. Have an understanding of the diversity within the county
  6. Be a Certified Public Secretary of good professional standing
  7. Be a visionary and strategic thinker
  8. Have capacity to work under pressure to meet strict deadlines
  9. Be committed to be part of a team that will enable the country government achieve her vision
  10. Satisfy the requirements of chapter six of the Constitution of Kenya 2010 on leadership and integrity
3. Member of the County Public Service Board

Duties and Responsibilities
A member is responsible to the Chairman of the Board.
In addition to assisting him/her perform duties listed in his/her profile, other specific duties and responsibilities will be to;
1) Regularly attend and participate in Board meetings and committee meetings where applicable;
2) Read, review and make decisions on requests, board minutes, annual reports, other reports, plans and policies presented; and
3) Perform any other duty as assigned by the Chairman from time to time.
 
Qualifications and Requirements
For appointment to this position, the candidate must:
  1. Be a Kenyan citizen
  2. Be in possession of a first degree from a University recognized in Kenya
  3. Have knowledge and a working experience of not less than five years
  4. Be a professional, who demonstrates absence of breach of the relevant professional code of conduct
  5. Have an understanding of the diversity within the County
  6. Be a visionary and strategic thinker and
  7. Be committed to be part of a team that will enable the County achieve her vision
  8. Satisfy the requirement s of chapter six of the Constitution of Kenya 2010 on leadership and integrity

  • Hold office on a non-renewable term of six years; and
  • May serve on a part time basis.
