Chief Clerical Officer, 
Job Group ‘J’ (69 Posts)
This is the highest grade in the cadre of Clerical Officers.
 
An officer at this level will be deployed in the National Government State Departments to perform basic administrative and semi-professional tasks in diverse areas within the service.
Duties and responsibilities will involve assignments in Records Management, Human Resource, Administration and other Technical Units depending on professional training and competencies.
In addition the officer may be assigned duties to:
  • Coordinate Clerical work in a section;
  • Plan for office accommodation and layout; and
  • Process documents for issue of licenses or certificates under relevant laws.
Requirements for Appointment
For appointment to this grade, an officer must:
  • Have served in the grade of Senior Clerical Officer for at least three (3) years;
  • Possess a Diploma stipulated in an existing scheme of service for any cadre in the Civil Service
  • Be in possession of an ICT certificate and be proficient in Word Processors, Spread Sheets, Presentation and Database.
In addition the officer will be required to have;
  • Shown merit and ability as reflected in work performance and results.
  • Generally demonstrated basic leadership and supervisory skills at lower grades;
  • Basic understanding of mandates of the National Government, evolving policies, procedures and regulations; and
  • A fair understanding of the values and principles of public service.

    I am writing to raise a complaint in the way some cadre treats clerical cadre. For example a clerical officer stagnates in same job group for as long as 10-12 years without any consideration even if he/she has qualification for promotion or even re-designation to professional cadre.The case at hand is that a clerical officer with a certificate is promoted to the same job group with that with a diploma or even a degree i.e job group “H”.

    This is to bring to your attention that the scheme of service for Clerical officers which was ammended in 2007 moving Clerical officers on new appoinment to Job Group”F”and the rest remain stagnated which is not possible according to transformation of scheme of services.In this case thefore,if the right transformation was followed,then the position of Chief Clerical officer could be Job Group”K”as at now.

    Please consider us for this post as we have the qualification and have stagnated for so long unlike other cadres i.e secretaries, drivers, support staff WHO ARE PROMPTLY PROMOTED AFTER SERVICE OF 3 YEARS and mostly the clerical officers in ministry of finance who were promoted to job group G’ to ‘K’.

    The scheme of service for clerical officers which was ammended in March 2007 was mend to favour clerical officers on new appoinment because they were moved from job group”E” to job group “F” and the other cadres were not considered or moved to the next job groups according to where they were before the ammendment was done. Jam thefore requesting the concerned authority to come up with comprehensive structure which favours clerical officers on new appoinment and those already in the service.

    THE SCHEME OF SERVICE FOR CLERICAL OFFICERS SHOULD BE AMENDED THAT; THOSE WITH DIPLOMA AND DEGREE SHOULD BE AUTOMATICALLY BE PROMOTED TO JOB GROUP ‘K’ WITHOUT BEING SUBJECTED TO APPLYING, BE BASED ON INDIVIDUAL PERFORMANCE APPRAISAL.

    FURTHER TO MY COMMENTS,I,REFER CIRCULAR P.S.C/1/11 OF 6th November2002 that delegates Powers to Authorised officers in respective ministries to promote officers from job group A-L.
    For clerical officers to move to job group ‘J’,This should be/ falls within the bracket of AUTHORISED OFFICERS LIKE THE SAME CASE WITH OTHER CADRES EVEN THE TECHNICAL ONES WHO HAVE ALREADY BEEN PROMOTED TO JOB GROUP ‘L’.
    THIs IDEA THAT CHIEF CLERICAL OFFICER SHOULD BE HANDLED BY THE DPM /MSPS. HAS TO DELAY THUS TO DENYING THE OFFICERS CHANCE TO MOVE UPWARD DESPITE ACQUIRING THE NECESSARY REQUIRED SKILLS FOR BETTER PERFORMANCE OF DUTIES. THIS LEAD TO DEMOTIVATION.PLEASE LET ALL CADRES BE TREATED EQUALLY SINCE WE SERVE THE SAME GOVERNMENT FOR BETTER SERVICE DELIVERY.TO MY HUMBLE OPINION ALL PROMOTION SHOULD BE BASED ON INDIVIDUAL PERFORMANCE APPRAISAL BY THE RESPECTIVE e.g AUTHORISED OFFICER IN THE MINISTRY.

    Clerical officers of the Government have worked so hard for their country yet they are the most demoralized cadre.A scheme was produced for them to move to the next grade provided they had the qualification in 2007.Most of them went to class and acquired the relevant qualification despite the small salary.Another circular for succession management came out but the clerical cadre was left out.please have mercy and let the clerical officers progress since they are the back bone of the Government.

    The changes that took place in 2007 only favored the newly appointed clerical officers neglecting those who even did interviews for them to go to the then job group G who were senior clerical officers by then.Considering the workload clerical officers do, Let the concerned authority look into this issue.I have stagnated in job Group G FOR TWENTY YEARS
