The Office of the Governor, Embu County, wishes to recruit competent and qualified persons to fill the following positions:
1. Embu County Executive Committee Members 
7 Posts
Gross monthly remuneration: Kshs.225,000 x 18,750 p.m. -243,750 x 18,750 p.m. – 262,500 x 18,750 p.m.-281,250 x 18,750 p.m. -300,000.p.m. (Other accruing benefits for these posts are contained in the Kenya Gazette, Vol.CXV-NO.33 dated 1st March, 2013).
The Seven posts will be one for each of the following Portfolios:
  1. Infrastructure
  2. Agriculture and Natural Resources
  3. Trade, Investment and Industries
  4. Youth and Women Empowerment
  5. Education
  6. Health
  7. Finance and Planning
A person may be appointed as the County Executive Committee member if that person:
(a) Is a Kenyan Citizen.
(b) Is a holder of at least a relevant first degree from a University recognized in Kenya.
(c) Satisfies the requirements of Chapter six of the Constitution.
(d) Has knowledge, experience and distinguished career of not less than five (5) years in the field relevant to the portfolio of the department to which the person is being appointed or three (3) years in case of Youth and Women Empowerment portfolio.
(e) A County Executive Committee member, once appointed, shall not hold any other State or Public Office.
Duties and Responsibilities of an Executive Committee Member.
In addition to the functions provided under Article 183 of the Constitution, a County Executive Committee Member shall:
(a) Supervise the administration and delivery of services in the County and all decentralized units and agencies in the County.
(b) Perform any other functions conferred on him/her by the Constitution or National Legislation; and
(c) Carry out any other functions conferred on by the Governor or County Legislation.
In the performance of their roles, County Executive Committee Members shall have power to determine their own programme of activities and every member shall observe integrity and disclosure of interest in any matter before the Committee.
2. Embu County Public Service Board

Requirement for Appointment
For appointment to this position the candidate must:
(a) Be a Kenyan Citizen.
(b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be an added advantage)
(c) Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on leadership and Integrity.
(d) Have knowledge and a working experience of not less ten (10) years in Administration and Management.
(e) Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
(f) Understand the diversity within the County.
(g) Be capable to work under pressure to meet strict deadlines.
(h) Be a visionary and Strategic thinker.
(i) Be committed to be part of a team that will enable the County Government achieve her vision.
(j) Once appointed, the Chairperson shall not hold any other State or Public Office.
 
Duties and Responsibilities
(a) Establish and abolish offices in the Embu County Public Service.
(b) Appoint persons to hold or act in office of Public County Offices including in the Boards of Urban areas within the County and to confirm appointments.
(c) Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.
(d) Prepare regular reports for admissions to the County Assembly on the execution of the functions of the Board.
(e) Promote in the County Public Service the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010.
(f) Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service.
(g) Facilitate the development of coherent, integrated Human Resource Planning and Budgeting for personnel emolument in the County.
(h) Advice the County Government on Human Resource Management and development.
(i) Advice the County Government on implementation and monitoring of the National Performance Management System in the County.
(j) Make recommendations to the salaries and remunerations Commission on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees.
 
3. Secretary of the Embu County Public Service Board

Requirement for Appointment
For appointment to this position, a candidate must:
a) Be a Kenyan Citizen.
b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
c) Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010 on Leadership and Integrity.
d) Have knowledge and working experience of not less than five years.
e) Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
f) Understand the diversity within the county.
g) Be capable to work under pressure to meet strict deadlines.
h) Be visionary and strategic thinker.
i) Be committed to be part of a team that will enable the County Government achieve her vision.
j) Be a Certified Public Secretary of good professional standing.
k) Once appointed, the Secretary shall not hold any other State or Public Office.
 
4. Member of the Embu County Public Service Board

For appointment to this position , a candidate must:
a) Be a Kenyan Citizen.
b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
c) Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on Leadership and Integrity.
d) Have knowledge and a working experience of not less ten years in administration and Management.
e) Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
f) Understand the diversity within the County.
g) Be capable to work under pressure to meet strict deadlines.
h) Be a visionary and Strategic thinker.
i) Be committed to be part of a team that will enable the County Government achieve her vision.
j) Once appointed, a member shall not hold any other State or Public Office.
