The County Government of Kitui invites applications from qualified and competent persons to fill the following positions in the County Public Service Board and the County Executive Committee:-

1. Chairperson of the County Public Service Board 
1 Post
For appointment to this position, the candidate must:-
a) Be a Kenyan citizen.
b) Be a holder of a first degree from a recognized university.
c) Have knowledge and working experience of not less than ten years in administration and management preferably in areas relevant to the functions of county governments.
d) Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
e) Understands the diversity, challenges and opportunities within the county.
f) Be a visionary and a strategic thinker.
g) Be a team leader and committed to working for long hours without supervision to achieve desired results within strict deadlines.
h) Satisfy the provisions of Chapter Six of the Constitution on leadership and integrity.
NB: – A relevant master’s degree will be an added advantage.
 
Duties and Responsibilities:
  • Establishment and abolishment of offices in the county public service.
  • Appointment of persons to hold or act in offices in the county public service including the committees of towns and boards of municipalities.
  • Facilitate the development of coherent integrated human resource plans and the budgeting for personnel emoluments.
  • Advice the county government on human resource management and development.
  • Advice the county government on implementation and monitoring of the national performance management system in the county.
  • Ensure regular reports are prepared for submission to the county assembly on the execution of the functions of the boards.
  • Exercise disciplinary control over persons holding or acting in the offices of the county government.
  • Promote public service values and principles in the county government.
  • Maintain effective collaboration and partnerships with relevant organs of the national and county governments.
  • Implementation and monitoring of the performance contracting and management system within the county.
2. Member of the County Public Service Board 
5 Posts
For appointment to this position, the applicant must:-
a) Be a Kenyan citizen.
i) Possess a minimum of a bachelor’s degree from a recognized university and working experience of not less than five years, preferably in areas relevant to the functions of county governments.
b) Be a professional and demonstrate absence of breach of the relevant professional code of conduct.
c) Satisfy the provisions of Chapter Six of the Constitution.
NB: – A relevant master’s degree will be an added advantage.
 
Duties and Responsibilities:
  1. Regularly attend and participate in board meetings as and when required.
  2. Establishment and abolishment of offices in the county public service.
  3. Appointment of persons to hold or act in offices in the county public service including the committees of towns and boards of municipalities.
  4. Facilitate the development of coherent integrated human resource plans and the budgeting for personnel emoluments.
  5. Advice the county on human resource management and development.
  6. Advice the county government on implementation and monitoring of the national performance management system in the county.
  7. Exercise disciplinary control over persons holding or acting in the offices of the county government.
  8. Promote public service values and principles within the county.
  9. Satisfy the provisions of Chapter Six of the Constitution.
3. Secretary of the County Public Service Board
1 Post 
For appointment to this position, the applicant must have the stated qualifications and also meet the requirements below:-
a) Be a Kenyan Citizen.
b) Be a holder of a first degree from a recognized university.
c) Be a Certified Public Secretary of good professional standing and demonstrate absence of breach of the relevant professional code of conduct.
j) Have relevant knowledge and working experience of not less than five years, preferably in areas relevant to the functions of county governments.
d) Be ready to work under pressure to meet strict deadlines.
e) Be self-motivated, a team player willing to work for long hours to achieve desired results.
f) Satisfy the provisions of Chapter Six of the Constitution.
NB: – A relevant master’s degree will be an added advantage.
 
Duties and Responsibilities:
  1. Assist the County Public Service Board in the execution and coordination of its functions in consultation with the Chairperson of the Board.
  2. Convey decisions of the County Public Service Board to appropriate persons and authorities.
  3. Prepare and submit strategic plans, annual plans, development programmes, as well as financial estimates and cash flows to the Board.
  4. Provide strategic leadership for the effective delivery of the Board’s mandate in line with its vision and mission.
  5. Make regular reports to the County Executive, the County Assembly and other relevant authorities.
  6. Perform any other functions as directed by the Board from time to time.
A member of the board shall hold office for a non-renewable term of six years; and may serve on part time basis, as provided for in section (58) of the County Governments Act, 2012.
 
4. Member of the County Executive Committee 
10 Posts
Further to the public invitation for submission of curriculum vitaes (CVs) for posts of county executive members made by the Kitui County Governor during the inauguration ceremony on March 27th 2013, prospective candidates are requested to submit their applications in line with the requirements outlined in section (34) of the County Governments Act, 2012:
a) Be holders of a relevant degree from a recognized university in Kenya.
b) Possess relevant knowledge, experience and a distinguished career of not less than five years of the department to which the person will be considered for appointment (see list of proposed county departments after g) below)
c) Capacity to appreciate and operate within the diverse socio-economic environment of the county.
d) Be a visionary and committed team player who will help the county government achieve its vision and mission.
e) Commitment to the promotion of equitable development of the county.
f) Ability to work under pressure to meet strict deadlines.
g) Satisfy the provisions of Chapter Six of the Constitution.
The departments proposed for the Government of Kitui County for which applicants may submit CVs for consideration for appointment as County Executive Committee members are:
  1. Agriculture, Water and Irrigation;
  2. Finance and Planning;
  3. Natural Resources, Environment and Energy;
  4. Lands, Infrastructure and Urban Development;
  5. Culture, Youth, Sports and Social Services;
  6. Health and Sanitation;
  7. Trade, Industry and Co-operatives Development;
  8. Tourism, Minerals Investments and Development;
  9. Education, Training and Skills Development;
  10. Coordination and Administration of County affairs, Communications, Legal Services, Special Programmes, Internal & External Affairs.
NB: A relevant master’s degree will an added an advantage.
 
Duties and Responsibilities
In addition to the functions provided under Article 183 of the Constitution, a County Executive Committee member shall:-
i. Spearhead policy formulation and implementation in the relevant department.
ii. Ensure programmes and relevant plans are executed within the relevant departments.
iii. Supervise the administration and delivery of services and all decentralized units and agencies within the county as assigned by the Governor.
iv. Perform the functions conferred by the Constitution or national legislation.
v. Carry out any other duties as may be assigned by the Governor from time to time.
The remuneration and benefits for the state and public officers appointed to the above posts shall be in line with the advice of the Salaries and Remuneration Commission.

2. Hard copy applications should be delivered to the office of the Interim County Secretary situated on the ground floor of Tanathi Water Services Board headquarters building in Kitui Town.
Applications for the County Executive Committee posts should reach the said office by 5.00 p.m. on Monday 15th April, 2013, while those for the post of Chairman, Member, and Secretary of the County Public Service Board should reach the Interim Secretary’s Office on or before 5.00 p.m. on Monday 15th April, 2013.
The constitutional requirement of not exceeding more than two thirds of either gender in appointments to public offices will be observed.
Both genders, including youth, minorities and the marginalized are encouraged to apply.
