Pursuant to the provisions of Article 235 of the Constitution of Kenya 2010 and the County Government Act No 17 of 2012, the selection panel for the following positions; County Executive Committee members, Chairperson, Members and Board Secretary of the Marsabit County Public Service Board invites applications from competent, result oriented and self motivated citizens for the following positions.

1. County Executive Committee Member

10 Posts

Ten positions are open in the following portfolios;
  1. Finance and Economic Planning.
  2. Agriculture, Livestock & Fisheries Development.
  3. Health Services.
  4. Water, Energy, Environment & Natural Resources.
  5. Education and Social Services.
  6. Lands, Housing and Physical Planning.
  7. Public Service Management.
  8. Public Works, Roads and Transport.
  9. Trade, Industrialization, Cooperative Development and Tourism
  10. Information, Communication and E- Government.
Key Responsibilities
In addition to the functions provided under Article 183 of the Constitution, a County Executive Committee member shall;
a) Supervise the administration and delivery of services in the County and all decentralized units and agencies in the County
b) Perform any other function conferred on it by the Constitution or National legislation
c) Carry out functions incidental to any of the assigned functions
d) In the performance of its function, a County Executive Committee shall have power to determine its own
programme of activities and every member of the committee shall observe integrity and disclosure of interest in any matter before the committee.
Requirements and Competencies
a) Be a Kenyan Citizen.
b) Must be holder of at least a relevant first degree from a recognized institution accredited by Commission for University Education (CUE). A relevant Master’s degree will be an added advantage.
c) Satisfies the requirement of Chapter Six of the Constitution.
d) Must have knowledge, experience and distinguished career of not less than five (5) years in the field relevant to the portfolio of the department to which a person is being appointed.
2. Chairperson of the County Public Service Board

Key Functions
i. Chair the County Public Service Board
ii. Establish and abolish offices in the County Public Service;
iii. Appoint persons to hold or act in offices of County Public Service including in the Boards of Urban areas within the County and to confirm appointments;
iv. Exercise disciplinary control over, and remove persons holding or acting in those offices as provided for under this part;
v. Prepare regular reports for submission to the County Assembly on the execution of the function of the board;
vi. Promote in the County Public Service the values and principles referred to in the articles 10 and 232 of the Constitution of Kenya 2010;
vii. Evaluate and report to the County Assembly on the extent to which the values and principles referred to in the articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service;
viii. Facilitate the development of the coherent, integrated human resource planning and budgeting for personnel emoluments in the County;
ix. Advice the County governments on human resource management and development;
x. Advice County government on the implementation and monitoring of the National Performance Management System in the County;
xi. Make recommendations to the salaries and remuneration commission, on behalf of the County government, on the remuneration, pensions and gratuities for County Public Service employees;
 
Requirements and Competencies
For appointment to this position the candidate must:
a) Be a Kenyan Citizen;
b) Be a holder of at least a relevant first degree from a recognized institution accredited by Commission for
University Education (CUE) (A Masters degree will be an added advantage)
c) Satisfies the requirement of Chapter Six of the Constitution on leadership and integrity.
d) Have knowledge and experience of not less than ten (10) years in the field relevant to the portfolio of the department to which a person is being appointed.
e) Understand the diversity of the County
f) Be a visionary and a strategic thinker
g) Be a committed team player
 
3. Secretary of the County Public Service Board

Key Responsibilities: 
The Secretary shall be the Chief Executive Officer and head of Secretariat.
a. Provide strategic leadership for effective delivery of the Board’s mandate as per the vision, mission and strategic plan.
b. Day to day administration of the secretariat and the welfare of staff.
c. Oversee management of the finances, preparation and submission of the Boards Annual plans, Programmes and Budgetary estimates.
d. Make regular reports for submission to the County Assembly on the execution of the functions of the Board.
e. Execution of the decisions of the Board.
f. Ensure staff compliance with public service values, principles and ethical standards.
g. Perform any other duties as assigned by the Board from time to time.
 
Requirements and Competencies
For appointment to this position, the person should:
a) Be a Kenyan citizen
b) Be in possession of a first degree from a recognized university (A Masters Degree will be an added advantage);
c) Have a working experience of not less than five (5) years.
d) Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010.
e) Be a professional who demonstrates absence of breach of relevant professional code of conduct.
f) Understand the diversity of the County.
g) Possess knowledge of the organization and functions of Central and County Government, and must have served in a position of leadership in the public service or private sector.
h) Be a Certified Public Secretary of good professional standing.
i) Be a visionary and a strategic thinker.
j) Be a committed team player.
 
Member of the County Public Service Board
