The Kisii County Public Service Board wishes to recruit competent and qualified persons to fill the following vacant positions as per SECTIONS 45, 50, 51 and 58 of the County Government Act of 2012.

A. Secretary, County Public Service Board

The Secretary, County Public Service Board will be responsible to the Board for the following:

Duties and Responsibilities:

  • Day to day administration of the functions of the Board
  • Implementation of the decisions of the Board
  • The formation and development of an efficient administration
  • Organization, control and management of staff
  • Ensuring staff compliance with public service values, principles and ethics
  • Maintenance of accurate records on financial matters and resource use
  • The accounting officer of the Board
  • Head of the secretariat
  • Ensuring the drawing up and approval of the required budget; and
  • Performing any other duties as may from time to time be assigned by the Board and any other written law
Requirements and Competencies
  • Be a Kenyan citizen
  • Be in possession of a master’s degree from a University recognized in Kenya
  • Have a working experience of not less than five years
  • Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct
  • Not hold a Public or State Office
  • Be a Certified Public Secretary of good professional standing

B. County Chief Officer

Terms of Service: Term Contract
The ten posts will be one for each of the following portfolios
1. Administration, Corporate Services and Stakeholder Management
2. Agriculture, Livestock, Fisheries and Cooperative Development
3. Health Services

5. Roads, Public Works, Transport and Housing.
6. Trade and Industry

Duties and responsibilities
  • The chief officer shall be the accounting and authorized officer in respect to the exercise of delegated powers and shall be responsible to the respective County Executive Member.
  • Implementation of policies and development plans.
  • Development and implementation of strategic plans.
  • Formulate and implement effective programs to vision 2030 and sector goals
  • Promote national values and principles of the County Public Service
Requirements for appointments
  • Be a Kenyan citizen
  • Be a holder of at least a master’s degree from a university recognized in Kenya.

C. Sub-County Administrator

The Sub-County Administrator will be in-charge of one of the following sub-counties; Bonchari, Bobasi, Kitutu Chache South, Kitutu Chache North, South Mogirango, Bomachoge Borabu, Bomachoge Chache, Nyaribari Chache and Nyaribari Masaba
Salary scale: Kshs. 77,527-109,527p.m.
House allowance: Kshs 20,000 p.m.
Other allowances: Kshs 12,000

Terms of Service: Term Contract
 
Duties and Responsibilities
The sub-county administrator shall be responsible for the coordination, management, and supervision
of the general administrative functions in the sub-county units, including;
  • The development of policies and plans
  • Ensuring effective service delivery
  • Developmental activities to empower the community
  • The provision and maintenance of infrastructure and facilities of public service
  • Facilitation and coordination of citizen participation in the development of policies and plans and delivery of services
  • Exercise any functions and powers delegated by the County Public Service Board
Qualifications/Requirements
  • Be a Kenyan citizen
  • Be a holder of at least a master’s degree from a university recognized in Kenya.
  • Working experience of not less than 5 years
  • Have qualifications and knowledge in administration or management.

Duties and responsibilities
The ward administrator shall coordinate, manage, and supervise the general administrative function in the ward including the following:

Duties and responsibilities
  • Implementing the decisions and functions of the County Public Service Board
  • Overseeing the affairs of the town
  • Developing and adopting policies, plans, strategies and programs
  • Maintaining a comprehensive database and information system of the administration and providing public access
  • Ensuring preparation and submission of information to the County Treasury for consideration and submission to the County Assembly for approval as part of the Annual County Appropriation Bill
  • Establish, implement and monitor performance management systems; and,
  • Perform such other functions as delegated by the Town Committee

Duties and responsibilities
The Human Resource Manager will be responsible to the Chief Officer in the respective department
for the following:
  • Oversee all human resource management matters of the county
  • Establish human resources systems, structures and procedures
  • Coordinating matters and systems relating to human resource, strategy, and deployment in the county
  • Providing direction on strategic human resource planning and development
  • Training and capacity development for the county staff
  • Providing guidance and human resource policies and procedures
  • Liaising with county departments on issues of human capital development and management
  • Providing overall guidance on personnel contracts, benefit schemes and welfare management
  • Representing the department in relevant meetings on human resource matters
  • Any other duties that may be assigned by the county government
Qualifications/Requirements
  • Be a holder of a master’s degree in Human Resource Management or Human Resource Development from a university recognized in Kenya.
  • Have at least 7 years of post-qualification experience, at least two of which must have been in a managerial/supervisory level in the public service

Duties and Responsibilities
  • Prepare, examine, and analyze Sub County accounting records, financial statements, and other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards
  • Responsible for day-to-day running of the sub-county treasury including accounting for Authority to Incur Expenditure (AIE) at Sub-County level
  • Implement sub-county policies and regulations as per directions
  • Maintain complete records of finances for the Sub-County Treasury
  • Prepare any other financial reports as may be required from time to time by the County Treasury
Qualifications/Requirements
  • Be a Kenyan citizen
  • Bachelor of Commerce (Accounting or Finance option) or equivalent from institutions recognized in Kenya; or
  • CPA (K) or equivalent qualifications from institutions recognized in Kenya
  • At least 5 years working experience in a relevant position

Duties and Responsibilities
  • Development and distribution of press release and other materials to the media
  • Coordinating and organizing press teams for prompt and effective coverage of the Governor’s functions
  • Drafting speeches and taking notes for the Governor
  • Any other duties as may be assigned

  • Be a holder of at least a bachelor’s degree in any of the following disciplines:-Mass communication, journalism, public relations, cooperate communications, communication studies, media studies/sciences or any other relevant and equivalent qualifications from a university recognized in Kenya

I. Information Officer

Duties and Responsibilities
  • Assisting in sourcing for appropriate television and radio programs to disseminate information on activities of the Governor
  • Documenting the governor’s events through video, photography and press cuttings
  • Preparing and placement of radio and TV infomercials
  • Assisting in preparation of exhibitions and trade fairs
  • Assisting in the development of communications and media strategy

J. County Head of Legal Services

Salary Scale: Kshs109,089-144,928 p.m.
House Allowance: Kshs. 20,000 p.m.
Commuter Allowance: 16,000 p.m.
Duties and Responsibilities
The officer will be responsible to the County Secretary. The specific duties include:
  • Providing legal advice to the government
  • Represent the county in all matters
  • Advise the County on legal and policy developments
  • Provide legislative support to the County Secretary including the preparation of briefs on legislation and amendments where appropriate.
  • Identify strategic priority areas from legal reform
  • Undertaking legal research and perform any other duties assigned by the County Secretary
Qualifications/Requirements
  • Have a master’s of Law (LLM)degree from a recognized university
  • Relevant working experience of not less than five years
