Job Purpose / Objective: The International Rescue Committee – Kenya (IRC – Kenya) Program with funding from Centers for Disease Control and Prevention (CDC) implements the Partnership on AIDS (POA Project), a HIV & AIDS Prevention Project in Turkana County in the North – Rift region of Kenya.

The IRC wishes to recruit a Health Information Systems (HIS) Officer to support the HIV & AIDS program in the effective monitoring and implementation of evidence based HIV prevention interventions.

The overall responsibility of the Health Information Systems (HIS) Officer is to manage the timely and accurate collection, reception and processing of field program data into strategic program information / reports with a key focus on the generation and submission of timely and quality quantitative and qualitative reports to the Program Management team, Ministry of Health (MoH) officials, donors and the relevant stakeholders.


Required Qualifications:
  • Degree in Health Records Management, Statistics, Computer Science, Management of Information Systems (MIS), Monitoring & Evaluation, Information Technology (IT) or other related field.
  • Higher Diploma holders with vast experience in any of the above fields are also encouraged to apply.
  • Preferably undergone a course in Monitoring & Evaluation, Data Management or Information Technology (IT)
  • Good computer skills in Ms.Office applications.
  • Good knowledge in networking, troubleshooting and web based LAN & WAN systems.
  • Knowledge in and experience with SPSS, KePMS, RDQA & DHIS tools and softwares.
Required Experience & Competencies:
  • Proficiency in data handling and management.
  • Good knowledge of monitoring and evaluation technologies, techniques, approaches and methodologies in health programs.
  • Knowledge of Evidence Based Behavioral Interventions (EBI’s) is added advantage.
  • Demonstrate knowledge and experience with MOH data tools and systems.
  • At least three (3) years experience in a HIV Programming in an NGO.
  • Can demonstrate good quantitative and qualitative report writing abilities.
  • Experience with PEPFAR / CDC funded projects is added advantage.
  • Good analytical, planning, teamwork, leadership and inter – personal skills.
  • Willing and able to work in challenging environments.
