About DRC: The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world. 
The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. 
DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

The protection and assistance to conflict affected population is provided within a long-term, regional and rights-based approach in order to constitute a coherent and effective response to the challenges posed by today’s conflicts. 

Assistance consists of relief and other humanitarian aid, rehabilitation, support to return and repatriation as well as promotion of long-term solutions to displacement and its causes. 
In addition, support and capacity building of local and national authorities and NGOs form an integral part of DRC’s work.
Terms of Reference: Freelance Web Developer / Designer (Proficient in Typo-3 Content Management System)

Background: The overall objective of the Regional Mixed Migration Secretariat (RMMS) is to support governments, agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen. 

As such the Regional Mixed Migration Secretariat (RMMS) is a regional hub aiming to provide: Support and coordination, synthesis, analysis and research, information and data management and advocacy.
It hopes to act as a catalyst, and where appropriate, as an ‘agent provocateur’ to stimulate forward thinking and policy development in the sector dealing with mixed migration. 
Its overarching focus and emphasis is on human rights, protection and assistance. Since its inception in 2011, the Regional Mixed Migration Secretariat (RMMS) has developed a strong reputation for collating, analyzing and disseminating mixed migration data.
Currently, RMMS is a small unit co-located with the Danish Refugee Council’s (DRC) regional office (Horn of Africa and Yemen) in Nairobi, Kenya which hosts and supports the RMMS. 
The RMMS core Steering Committee and founding agencies are UNHCR, IOM, DRC, Intersos and the Yemen Mixed Migration Task Force.

Purpose: The overall purpose and objectives of the consultancy is to effect design and functional improvements to the RMMS website using the Typo 3 Content Management System. 

In addition to this, the consultant will set up a web based mailing system account for RMMS, which will be configured with the RMMS website (www.regionalmms.org).

Key Responsibilities

  • Implement design and functional improvements on the RMMS website using the Typo 3 Content Management System.
  • Further information on the particular improvements required will follow once the consultant is engaged. Broadly, RMMS would like to:
  • Create smart URLs
  • Enhance the website’s current photo gallery
  • Create new navigation options which link content on secondary web pages to the home page
  • Develop a sleek and aesthetically pleasing statistics box to better represent data.
  • Build a search engine – create a search engine tab on all pages of the RMMS website (to allow users to search entire website including – pdfs, word docs, and html pages using key words).
  • Build in capacity to upload video files in the backend.
  • Ensure ticker tape runs smoothly with no glitches including when loading.
  • Enhance ‘Follow us’ social media statement at the top of all web pages by putting the ‘Follow us’ text in bold and changing the colour from grey to red.
  • Set up a web based mailing solution using one of the popular email campaign products (e.g. ‘MailChimp’ or ‘Campaign monitor). 
The mechanism should allow RMMS to send targeted email campaigns, which will give RMMS the ability to include attachments like pdfs. The product should allow RMMS to send emails to its substantial subscribers.
The ‘subscribe to our newsletter’ mechanism on the RMMS website should be integrated/configured with the web based mailing solution.

DRC’S Responsibilities: Regional Mixed Migration Secretariat (RMMS) shall provide the consultant with the necessary support and information to assist in the consultancy.

Reporting Arrangements: The consultant shall report to the RMMS coordinator

Duration of Assignment
: 3 months contract where payment is calculated on an hourly basis. Includes possibility of an extension depending on satisfactory performance.

Expected Profile of Consultant

  • Bachelor Degree in Information Technology and/or Computer Programming and/or Computer Science.
  • Extensive experience with web design and computer programming (experience developing NGO websites is an added advantage).
  • Responsive, meticulous and conscientious in executing tasks.
  • Good analytical and trouble shooting skills.
  • Good communicator and pleasant to work with.
  • Good command of English language (particularly written).
Terms and Conditions: The development and implementation of website improvements, as well as the setting up and configuration of the web based mailing solution shall be completed at the consultant’s place of business.

Evaluation and Award of Consultancy: DRC will evaluate all proposals submitted and award the assignment based on technical and financial feasibility.  DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted will be contacted.

General: Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework.
