LOCAL GOVERNMENT EXPERT/TEAM LEADER, Kenya

Tetra Tech ARD headquartered in Burlington, Vermont and Washington, D.C., is accepting expressions of interest from qualified Local Government Unit expert candidates for an upcoming governance project in Kenya.

 

This project will examine national policy implications of newly legislated devolution mechanisms, build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments, and strengthen the role of civil society as a partner in governance

Responsibilities

 

Working under the overall direction of the Chief of Party (COP) and Deputy Chief of Party, and in coordination and collaboration with project technical staff, the Local Government Expert will have the primary responsibility of ensuring the timely provision and delivery of all technical services related to Local government under the program.

 

Illustrative responsibilities include:

  • Participate in all work planning activities, assuming inputs for program activities;
  • Provide technical advisory services and training and facilitation of program activities;
  • Write Scopes of Work for consultants and subcontractors;
  • Contribute to written Quarterly and other progress reports; and
  • Supervise other staff experts assigned to the Component.

Qualifications:

  • Master degree in related field;
  • A minimum of 5- 7 years of professional experience in technical areas of Local Government Capacity Development, CapacityBuilding, Service Delivery, Municipal Development and Fiscal Financial Reform;
  • Prior experience providing technical assistance on USAID programs or other donor funded related programs;
  • Prior experience working in Kenya, and Sub-Saharan Africa is strongly preferred;
  • Proven track record in government reform or government capacity building at sub-national level;
  • Strong interpersonal, oral and written communication skills;
  • Fluency in English is required; knowledge of Swahili is a plus;
  • Kenyan nationals strongly encouraged to apply;
