Job Title: Procurement and Administration Manager

Job Group 3: One position

Job Ref: EPZA/HR/FIN/01/06/2013

The incumbent shall report to the General Manager, Finance and Administration for all supply chain and administrative matters of the Authority.

Key Responsibility Areas

  1. Formulating and updating the annual procurement plan for the Authority.
  2. Leading the procurement team in initiating a performance  management framework with clear objectives, targets, strategies and work-plans aimed at ensuring excellent service delivery in the most cost effective manner;
  3. Managing the procurement and supplies function in the most cost effective manner and as per government regulations;
  4. Mainstreaming e-government and e-commerce in the Authority’s procurement, supplies and disposal processes;
  5. Developing and implementing effective stock control and audit systems and to ensure that all stocks are maintained at the levels necessary to meet all job performance requirements;
  6. Coordinating the tendering process and the pre-qualification of supplies of goods, services and work to the company;
  7. Preparing inventory report to the Management and Board action.
  8. Certifying invoices and payment vouchers to supplies, verifying and approving local purchase/ service orders
  9. Preparing reports on procurement/supplies activities.
  10. Maintaining procurement/supplies records.
  11. To perform any other relevant duty assigned by the GMFA. 

Minimum Requirements

  1. Masters in Business Administration
  2. Bachelor degree in Commerce/Economics or equivalent business field
  3. Diploma in Supplies Management or its equivalent
  4. Computer proficiency
  5. Membership to a relevant professional body
  6. At least 5 years’ experience in a senior management position.
  7. Strategic Leadership training from a reputable institution will be added advantage
  8. Excellent communication, analytical and problem solving, negotiation, inter-personal relations, team building, effective time management, leadership and organizational skills.

Salary Package and Terms of Service: Highly attractive salary packages commensurate with competencies will be offered to successful candidates. Successful candidates for all positions will be engaged on Permanent and Pensionable terms subject to acceptable probationary performance.
