Kenya Civil Aviation Authority is a State Corporation under the Ministry of Transport, established under CAP 394 of the Laws of Kenya with a Vision “to be a model of Excellence in Civil Aviation” and the mission is “to develop, regulate and manage a safe, efficient and effective Civil Aviation System in Kenya”. 
 
The Authority is seeking to recruit qualified Kenyan citizens to fill the following positions in the establishment.
 
Human Capital Officer I – Employee Relations and Compensation

Department: Human Resources
 
Reports To: Senior Human Capital, Employee Relations and Compensation
 
Job Purpose: To provide general human resources assistance and services to KCAA.
 
Scope of work / duties / responsibilities
Handle management and implementation of human resources programmes in the following areas:
  • Documenting, maintaining and updating staff records on: medical, salary; welfare activities and union; HIV and AIDS; safety at workplace; employee satisfaction and sports;
  • Leave administration;
  • Any other duty assigned from time to time.
Qualifications
  • A first degree in Human resources management or a degree in related social sciences such as Business Administration; Organizational Development and Management, or Labour Management from a recognized university  Higher Diploma in Human Resource Management.
Experience
  • 5 years experience in a busy HR environment.
Knowledge and skills
  • Good interpersonal and communication skills.
  • Proficiency in office suite and desktop publishing tools.
  • General HR background is an advantage.
  • Guidance and Counselling skills.

 
Head of Curriculum Development & Research unit

Job Purpose: To implement curriculum development processes in order to standardize the school’s training programmes
Scope of work / duties / responsibilities
  • Develop and/or adapt TRAINAIR Standardised Training Packages (STP’s) and implement the curriculum development process and techniques in order to achieve quality training materials and course delivery methods;
  • Oversee the production of, and in coordination with the Head(s) of Department validate the training material;
  • Develop mastery tests (final exams, progress, continuous evaluations etc) for STP’s being developed;
  • Ensure compliance with ICAO TRAINAIR methodology and / or other approved internal standards;
  •  Review training programmes as and when necessary based on information from sources such as post training evaluations and changes in operations procedures;
  • Advise the academic staff on new methods and latest developments on course delivery processes by maintaining liaison with TRAINAIR Central Unit and other approved Civil Aviation learning centres
  • Adapt aviation courses to Standard Training Packages (STP), such as, the TRAINAIR STP or other approved ones.
Qualifications
  • A first degree in Aviation related field.
  • Qualified in TRANAIR Curriculum Development.
  • Instructor’s certificate.
  • Certificate in examination administration and management
Experience
  • 5 years professional exposure to aviation
  • Proven experience in management and people skills.
  • Knowledge and skills
  • Knowledge of curriculum development methodologies.

Chief Human Capital Officer – Planning Training and Development

Job Purpose: To review and update organization structures, manpower plans, monitoring and evaluating the recruitment and succession management process.
To identify Training Needs and implement training plans in line with business strategies.
 
Scope of work / duties / responsibilities
  • Initiate, plan, coordinate and oversee all staff recruitment; training; selection, placement; succession; retention and separation plans;
  • Forecast future, short and long term, staff requirement of KCAA in terms of numbers, skills and competencies in line with the company strategies and organization structures;
  • Assist line managers with the review and updating of their organization structures, position numbers, job descriptions and staffing levels;
  • Identify, Propose and implement recruitment, selection and training needs, maintains and updates skills inventory and liaises with relevant user departments to initiate the recruitment and training process;
  • Liaise with functional managers to develop and implement recruitment, training and succession plans;
  • Initiate, plan, coordinate and oversee all training and development activities such as induction programmes; seminars and workshops; industrial attachment; and exchange programmes;
  • Link the company’s training requirements and training strategies with corporate strategies;
  • Initiate post training impact assessment and advise management on the results and remedial actions;
  • Identify credible training providers / institutions to implement cost effective training programs;
  • Liaise with Corporate Planning and Quality Management to identify and consolidate training requirements to implement projects;
  • Link the training and development processes with performance management, recruitment and succession planning;
  • Contribute to staff rationalization strategies and optimum staffing plans to ensure operational efficiency;
  • Develop and maintain an integrated employee database system;
  • Perform any other official duties assigned by the Manager Human Capital.
Qualifications

  • Understanding of the linkage between competencies based training and development, performance management, recruitment, selection methods and succession planning.
  • Knowledge of trends in the labour market and Labour Laws.
  • Ability to prepare recruitment, retention, training and manpower plans
  • Working knowledge of HR management information Systems
  • Proficiency in office suite and desktop publishing tools.

Corporate Communications Officer

Department / Section: Corporate Communications
 
Reports To: Chief Corporate Communications Officer
Job Purpose: To assist in the administration of the various communication activities in the section.
Scope of work / duties / responsibilities
Serve in Corporate Communication and coordinate all communication and events management activities by:
  • Organising events as delegated by the Corporate Communication Manager
  • Screening media and all publications with regard to KCAA activities o Drafting communication to internal and external publics as required, including press releases
  • Responding to ad-hoc queries from external public
  • Implementing and evaluating programmes of information relating to KCAA using appropriate communication tools.
Perform any other duty as may be directed by the Director General from time to time.
 
Qualifications
  • A Bachelors Degree in Public Relations or in a relevant filed such as Communications/Marketing or a Degree in a relevant social science field with a diploma in Public Relations/Communications/Marketing from a recognized University.
Experience
  • 3 years experience gained in related areas such as events management, press relations, and public relations etc 
Knowledge and Skills
  • Planning and organizing skills to effectively manage events
  • Written communication skills to draft press releases
  • An ability to differentiate between what can be communicated and how to communicate; requires diplomacy when information is sensitive
  • Ability to develop professional, on-going relationships with internal and external publics
Chief Procurement Officer

Reports To: Manager Procurement
Job Purpose: To coordinate all procurement activities within KCAA’s business units
 
Scope of work / duties / responsibilities
  • Handle the process of receiving RFPs, sourcing and processing quotes and issuing Purchase Orders/contracts;
  • Organise the work in the procurement office by deciding on the appropriate procurement method and monitoring progress through the Procurement Officers;
  • Follow up and ensure ordered goods/works/services are delivered on the agreed dates;
  • Check accuracy and completeness of Purchase Orders/Contracts;
  • Liaise with users to verify budgetary guidelines and to inform them of progress in the procurement process;
  • Participate in the tender evaluations (depending on value) and acts as Secretary when required;
  • Liaise with user departments to ensure compliance with contracts;
  • Handle investigations in cases of appeals and petitions in the tendering process.
Qualifications
  • A Bachelor’s Degree in a relevant social or science field such as supplies management, Business Administration, Commerce, Economics from a recognized University; A master’s degree in the relevant field will be an added advantage;
  • Professional Qualifications: Graduate Diploma (Chartered Institute of Purchasing and Supplies)
  • Member of the Kenya Institute of Supplies Management
Experience
  • 3 to 5 years experience in procurement
Knowledge and skills
  1. Knowledge of the procurement Act and regulations
  2. Good understanding of the various procurement needs of different functional areas and departments
  3. Ability to follow through procurement procedures accurately and timely
  4. Supervisory skills, delegating and monitoring work of subordinates
  5. Good communication skills to maintain good relationships with user departments

ICT Officer – Network and Infrastructure Support

Reports To: Senior ICT Operations Officer
 
Job Purpose: Plan Deploy and Maintain Networks and related Infrastructures, to improve ICT services at the Authority.
 
Scope of work / duties / responsibilities
  • Install, configure, maintain, monitor and support LAN and WAN based IT infrastructure including routers, switches, firewalls, wired and wireless networks, servers, desktops, laptops, printers, etc;
  • Manage and support telecommunications infrastructure including PABX, E1, ISDN, remote access;
  • Deploy and manage enterprise Windows Active directory infrastructure;
  • Implement and maintain enterprise wide email and collaboration system;
  • Maintain documentation on networks as well as Identifying and resolving network problems;
  • Implement and support enterprise wireless infrastructure;
  • Implement, operate and maintain enterprise disaster recovery site;
  • Deploy virtualization infrastructures, servers SANs, NASs, and operate private  cloud infrastructure.
  • Coordinate repair and maintenance for ICT equipment including interactions
  • with third party service providers;
  • Ensures proper functioning of Connectivity Solutions’ from ISPs, information processing system and makes upgrades as necessary;
  • Maintain updated ICT inventory;
  • Coordinate patch management at local and remote sites;
  • Participate in ICT security and disaster recovery/business continuity activities;
  • Provide technical support to end-users.
Qualifications
  • BSC in Computer Science, Information Systems, Information Technology or
  • related fields
  • Microsoft Certified Systems Engineer (MCSE)
  • Certification in CISCO Certified Network Administrator (CCNA)
  • Certifications in cloud infrastructure, ITIL, and CISA will be an added advantage.
Experience
  • At least 5 years’ experience in similar assignment
Knowledge and Skills
  • Knowledge of the network trouble shooting and security
  • Communication and customer service skills
  • Good analytical skills and innovation
  • Ability to work with interruptions
  • Ability to prepare specifications and tender documents
