Positions for Middle Level Management and Support Staff

A State Agency in the security and administration of justice sector seeks to recruit middle level management and lower cadre staff to fill various vacant positions in the Agency.

1. Chief Protection Officer

The Chief Protection Officer will be reporting to the Deputy Director Operations.

Duties at this level include management of the covert and other protection related operations aimed at securing the safety of clients and related persons nationally. 
In addition, the officer will be responsible for;  
  • coordination of risk and threat assessment programmes; 
  • gathering and dissemination of intelligence information;
  • coordinating operational procedures and training programmes; 
  • supervising the conducting of special operations and investigations; 
  • ensure adequate security is provided to clients during court appearance; 
  • organizing and supervising the procurement, distribution, training, usage and management of protective equipments, reintegration and removal process of clients as provided by law; 
  • managing offices, buildings, safe houses used by the Agency;
  • dissemination of information and intelligence gathering; 
  • ensure effective coordination with law enforcement agencies and intelligence services; 
  • coordinating the development and implementation of standard operating procedures for the Agency and coordinating training programs; 
  • reviewing confidential documents and material for the purpose of expunging protected information, security of protected clients and classifying documents; 
  • In addition, the officer will be required to coordinate the resettlement of foreign and local clients and related persons in liaison with other Agencies;
Qualification and Experience
For appointment to this grade, an applicant must have:
  • A Master’s degree in law, criminology, public administration or their equivalent qualifications from a recognized university;
  • Must have served in the rank of Assistant Commissioner of Police or equivalent position in the military, intelligence or other security services;
  • Knowledge and experience in investigation of crimes, protective security and covert operations;
  • Knowledge of the criminal justice system functions and services;
  • Shown merit and ability as reflected in work performance and results.
2. Principal Human Resource Officer

The Principal Human Resource officer will be reporting to the Human Resource Manager. 
Responsibilities will include 
  • analyzing the staffing levels and making proposals for succession planning; 
  • analyzing utilization of human resource in the Agency and advising on proper deployment; 
  • analyzing staff progression and making proposals for career development; and 
  • ensuring the correct interpretation and implementation of human resource regulations including pensions, salary administration, labour laws and other statutes that impact on human resource.
Qualification and Experience
For appointment to this grade, an applicant must have:
(i) Served for a minimum period of three (3) years in a senior management position in human resource management or in a comparable position in the Public Service or reputable Private Sector.
(ii) A Bachelors Degree in social sciences or any other relevant qualification from a recognized university and a diploma in human resource management or industrial relations from a recognized institution.
(iii) Have attended a senior management course in relevant field lasting not less than four (4) weeks in a recognized institution.
(iv) Shown merit as reflected in work performance and results.
(v) Member of Institute of Human Resource Management (IHRM-K).
(vi) Master’s degree In human resource management will be an added advantage
3. Principal Public Relations Officer

The Principal Public Relations Officer will be responsible to the Director.
Responsibilities will include; 
  • formulation of information policy to guide the dissemination of information to the public and reviewing them as appropriate in line with the relevant legislation; 
  • ensuring professional ethics and consistence in gathering and dissemination of information; 
  • gathering information on programs, significant events in a specific sectoral area and the impact on customers; 
  • development of communications and media strategy;
  • editing stories on various topical issues before they are released to the public and developing appropriate interventions; 
  • carrying out research on local and international press on public opinion towards the Agency; 
  • identifying events that require packaging and dissemination to the media; 
  • Preparing media briefs, supplements, documentaries and features; 
  • developing standards and regulations in management of information; 
  • advising the Director on information and public communication issues; 
  • scheduling interviews with Agency officials; 
  • managing assigned projects/programmes, and organizing events and management of assets and finances in the division.
Qualification and Experience
For appointment to this grade an applicant must have:
(i) Served for a minimum period of three (3) years in a senior management position as a public communication/relations officer in the Public Service or in a comparable position a reputable Private Sector.
(ii) A Bachelors Degree in the following field: mass communication, public relations, communications studies, journalism, international relations, social sciences or in their equivalent qualification from a recognized university.
(iii) Must be fluent in oral and written communication skills in English and Kiswahili.
(iv) Have attended a Senior Management course in relevant field lasting not less than four (4) weeks in a recognized institution.
(v) Have demonstrated professional competence and managerial capability as reflected in work performance and results.
4. Senior Administration Officer

The Senior Administration Officer will be reporting to the Principal Administration Officer. 
Responsibilities will include; 
  • co-ordination of Agency’s departmental and divisions activities and day to day operations; 
  • dealing with issues emanating from the staff and stakeholders under minimum supervision and guidance both at the field and at the headquarters; 
  • management and prudent utilization of resources;
  • handling of public complaints and customer care issues;
  • coordination of departmental and divisions communications and facilitation of day to day operations; 
  • coordination of prevention and mitigation of HIV/AIDS; 
  • drug and substance abuse;
  • corruption and integrity issues; 
  • coordination of mainstreaming of gender and disability initiatives;
  • fleet management; 
  • management of Agency’s insurance cover and work environment.
Qualification and Experience
For appointment to this grade, the applicant must have:-
(i) Served as an Administration Officer I for a minimum of 3 years in the Public Service or in a comparable position in a reputable Private Sector.
(ii) Bachelors degree in Public/Business Administration or a relevant degree in Social Sciences from a recognized University.
(iii) Shown merit and ability as reflected in work performance and results.
 
5. Senior Planning Officer (Research and Policy)

The Senior Planning Officer will be reporting to Principal Planning Officer.

Work at this level will involves responsibility for a broad area of economics/statistical activity which may include 
  • formulation of economic and statistical policies, initiation, implementation and appraisal of the Agency’s Strategic Plan; 
  • Monitoring the general direction of the economic planning functions and production of the statistical data; 
  • Preparation of the Agency’s development plans, strategies, policies and programmes; 
  • Monitoring and evaluation of policies and programmes; 
  • Collation, harmonization and presentation of statistical data in the form of survey reports and bulletins; and 
  • Direction, control and coordination of all the various planning or statistical activities within the Agency; 
  • coordination of performance evaluation process for the Agency; 
  • facilitate the documentation of annual report and budget statistics.
Qualification and Experience
For appointment to the grade, an applicant must have:-
(i) Have Served as an economist I/ statistician I for three (3 years) in the Public service or in a reputable private sector.
(ii) A Bachelor’s degree in economics OR statistics from a recognized University.
(iii) Experience with Government Performance Contracting
(iv) Shown merit and ability as reflected in work performance
6. Senior Accountant

The Senior Accountant will be reporting to the Principal Accountant. 
An officer at this grade will be responsible for timely and accurate preparation of quality management financial reports; 
Specifically, work at this level will also include 
  • planning, directing, coordinating, supervising staff and budget control; 
  • In addition the officer may be assigned responsibilities to authorize payments and sign cheques; 
  • certify and verify returns, documents, vouchers, monitor collection of revenue including inspection and responsible for Agency assets, records and custody of Accountable Documents; 
  • ensure that the accounting software integrity is maintained, accuracy and timely submission of report.
Qualification and Experience
For appointment to this grade an applicant must have:
(i) Served in the grade of Accountant I or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of three (3) years; and
(ii) A Bachelor’s Degree in Commerce (Accounting or Finance option), or a social science from a recognized institution and has passed part II of Certified Public Accountants (CPA) Examination.
(iii) Shown merit and ability as reflected in work performance and results.
(iv) Experience in preparation of budget, financial statement and knowledge of IFRS
(v) Experience with accounting software’s and ERPs.
(vi) CPA (K) and membership to ICPAK is an added advantage.
7. Personal Secretary I

The personal Secretary I will be reporting to the Senior Administration mOfficer.
Responsibilities at this level will entail; 
  • recording dictation in shorthand and transcribing it in typewritten form; 
  • typing form drafts; manuscripts or recording from dictation machines; 
  • processing data; 
  • operating office equipment; attending to visitors/clients; 
  • handling telephone calls and appointments;
  • ensuring security of office records, equipments and documents, including classified materials; 
  • preparing responses to simple routine correspondence.
Qualification and Experience
For appointment to this grade an applicant must have:
(i) Served as Personal Secretary II or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of three (3) years.
(ii) A Bachelors degree in secretarial studies or equivalent qualifications from a recognized University. OR a Diploma/higher diploma in secretarial studies from the Kenya National Examination Council or equivalent qualifications from a recognized institution.
(iii) A certificate in Computer Applications (Windows, Ms-Word, Ms-Excel, Ms-Access and Internet) from a recognized institution; and
(iv) Shown merit and ability as reflected in work performance and results.
 
8. Internal Auditor I

The Internal Auditor I will be reporting to Internal Audit Manager. 
An officer at this grade will executing audit programmes, collecting audit evidence on major issues, reviewing internal control systems, verifying the existence and safety of Agency’s assets, prepare draft reports, reviewing budgetary controls on the issuance of authority to incur expenditure and commitment; examine variances to identify causes and take corrective action;
Qualification and Experience
For appointment to this grade an applicant must have:
(i) MUST have served as Internal Auditor II for a minimum of three (3) years in the Public Service or in a comparable position in a reputable Private Sector.
(ii) Bachelors degree in Accounting/Finance option with CPA (K) or CIA Part III.
(iii) Experience in audit planning, execution, report writing and presentation is an added advantage.
(iv) Membership to ICPAK is an added advantage.
(v) Shown merit and ability as reflected in work performance and results.
9. Supply Chain Management Officer II

The Supply Chain Management Officer II will be reporting to the Senior Supply Chain Management Officer. 
Duties and responsibilities will include issuing of stores; disposal of stores and equipment; procurement; market survey and research; inventory and stock control, in accordance with the laid down regulations and procedures.

Qualification and Experience
For appointment to this grade, an applicant must have:-
(i) A Bachelors Degree in any of the following: – Commerce, Business Administration (Supplies Management Option), Economics, Procurement and Supplies Management, Marketing or equivalent qualification from a recognized university.
(ii) Experience in a public procuring and understanding of Public Procurement and Disposal Act will be an added advantage.
(iii) Shown merit and ability as reflected in work performance and results.
 
10. Information Communication Technology Officer I

Information Communication Technology Officer I will be reporting to the Senior Information Communication Technology. 
Duties and responsibilities at this level will include; 
  • installation and maintenance of computer systems; 
  • configuration of Local Area Network and Wide Area Network; 
  • developing and updating application systems; and 
  • carrying out system analysis, design and programme specifications in liaison with users; 
  • carrying out repairs and maintenance of information communication technology equipment and associated peripherals; 
  • drawing up hardware specification for information communication technology equipment; 
  • verification, validation and certification of information communication technology equipment; and 
  • overseeing the process of configuration of new information communication technology equipment.
Qualification and Experience
For appointment to this grade, an applicant must have:
(i) Served for a minimum period of three (3) years as an Information Communication Technology Officer II in Public Service or in a comparable position in a reputable Private Sector.
(ii) A Bachelors degree in any of the following fields: computer science, information communication technology or in electronics, electrical engineering from a recognized university.
(iii) Experience in administering SQL server, Windows
(iv) Certifications such as CISCO, Microsoft will be an added advantage.
(iii) Shown merit and ability as reflected in work performance and results.
11. Accountant II

Accountant II will be reporting to Senior Accountant. 
Duties at this level include performing a variety of accounting work of limited scope and under the guidance of a senior officer. 
Specifically, work will involve preparation and verification of vouchers in accordance with the laid down rules and regulations involving primary data entry and routine accounting work such as verifications, reconciliation and generating daily and monthly reports of various ledgers; budget implementation and controls. 
In addition the officer will be responsible for safe custody of records and assets.

Qualification and Experience
For appointment to this grade an applicant must have:
(i) Bachelors Degree in Commerce (Accounting or Finance Option) or Social Science degree with CPA Part II from a recognized institution.
(ii) Experience with accounting software and ERPS will be an added advantage.

12. Support Staff I

Support Staff I will be reporting to the Senior Administration officer.

Duties at this level will include photocopying, binding, shredding and collecting of stationery; cleaning and dusting of offices; catering and gardening.

Qualification and Experience
For appointment to this grade, an applicant must:
(i) Be holder of Kenya Certificate of Secondary Education D (plain) or its equivalent qualification from a recognized institution.
(ii) Have worked as subordinate staff II for three years in the Public Service or Private Sector in a similar position.
(iii) Shown merit and ability as reflected in work performance and results.
 
13. Support Staff III

Support Staff III will be reporting to the Senior Administration Officer. 
Duties at this level will involve photocopying, binding, shredding and collecting of stationery; cleaning and dusting of offices; catering and gardening.

Qualification and Experience
For appointment to this grade, a candidate must:
(i) Be holder of Kenya Certificate of Secondary Education D (plain) or its equivalent qualification from a recognized institution.
(ii) Must be eloquent in Kiswahili and English.
(iii) Experience in basic repairs and maintenance of working tools will be an added advantage.
