Job Title: Resource Mobilisation Adviser 

Grade & Salary: NS1 

Department: Programmes 
Location: Nairobi, Kenya 
Responsible to: Head of Programmes, East, West and Central Africa Regional Development Centre (EWCARDC) 
Line Management: Head of Programmes, EWCARDC 
Key Relationships:
  • EWCARDC Programme, Finance teams and other country offices in Africa region
  • Resource Development team in London.
  • Liaison with relevant staff from HelpAge International in London
  • Frequent liaison with external audiences, in particular with representatives of donor agencies, based in African countries.
  • Direct communication with HelpAge International’s affiliates and partners in Africa on specific resource development issues.
Job Purpose 
To steer the growth of income of HelpAge EWCARDC from major multi-lateral, bilateral and private foundations by undertaking donor intelligence, providing advice and technical support for the development of high quality proposals as well as programmes that meet donor priorities. 
Job Responsibilities and Key Tasks
  • Lead on the coordination and submission of proposals for projects taking place in the EWCARDC region
  • Provide support and advice on all aspects of EWCARDC’s project development and initial grant management process and guidelines in close liaison with the programme team (needs analysis, concept development and initial stages of grants management)
  • Work with HelpAge International EWCARDC and HelpAge International UK to review and implement funding strategies to meet agreed funding needs.
  • Conduct research and policy analysis of donors in the region so as to increase understanding of the donor environment in Africa as well as long term perspectives and preferences
  • Identify, suggest innovative funding options and develop funding relationship with new donors with grant-making offices in Africa
  • Maintain systems for record keeping of funding/donor issues and timely follow up and reporting (eg. Funding chart, Contract Management System)
  • Provide advice and support in donor mapping and liaison by coaching and sharing of experiences with other staff as appropriate
  • Support Regional Staff to continuously manage donor networking process and liaison, ensuring that HelpAge’s profile and influence is increased across the donor community at national and regional levels
  • Assist in the planning of HelpAge International’s work through the provision of information about the interests of donors relevant to strategic programme work
  • Liaise directly with partners, strengthening existing contacts with donors in the field and at HQ level.
  • Lead in identification of funding opportunities and support programme staff directly or indirectly in preparation of funding proposals
  • Maintaining effective working relationships with Resource Development Colleagues in other HelpAge country offices. Work in collaboration as necessary and appropriate in liaison with the programme and country teams
  • Represent HelpAge externally in East, West and Central Africa by contributing to improved networking with other organisations on funding issues, sharing learning and jointly exploring opportunities
  • Ensure HelpAge International maintains good relations with designated donors by advising on the development and presentation of funding proposals in line with donor requirements and priorities as well as maintaining and updating personal contacts within targeted donor organisations
  • Work closely with the Regional MEL Adviser to contribute to the documentation, collation and sharing of programme funding learning in the region on our ways of working (processes) as well as content (impacts and outcomes) – to share within and outside the organisation
  • Work closely with advocacy and communication team to ensure that opportunities developed by the advocacy and communication strategy are maximised to generate new income
  • Assist in the development of fundraising skills and training for HelpAge International Offices in East, West and Central Africa and contribute to the development of funding strategies and skills among affiliates and partners in the region
  • Provide day-to-day support and advice on funding issues relating to current grants and planned proposals to EWCARDC and HelpAge International, London staff
  • Support the diversification of income sources and analyse fundraising performance
Expected outputs:
  • Country level resource development strategies regularly reviewed, updated and implemented
  • Institutional and other funding opportunities fully identified to fit EWCARDC priority areas and partners through research and intelligence and funding strategy and action plans developed
  • Support is provided to programme teams in their programme development work, including the writing of concept notes and full applications.
  • Provide intelligence support to the programme team to engage with donors
  • Positive relationships developed with EWCARDC programme teams, staff, affiliates, partners and external parties through effective coordination and communication
  • RD tools regularly reviewed and implemented (needs assessment tools, capacity needs assessment and training guide etc)
  • Effective coordination achieved and support provided in relation to other EWCARDC fundraising teams and their funding work
  • M&E and contract management supported for fully compliant project needs analysis, development, implementation, monitoring, reporting and evaluation in line with EWCARDC processes and donor requirements

Person Specification:
  • Significant experience of representing organisations in meetings with donors, Government officials and project partners
  • Experience of planning, writing, reviewing, and presenting project proposals, formal applications and donor reports
  • Demonstrable experience and knowledge of major bilateral donors, foundations and a wide range of charities
  • Experience in corporate fundraising an asset
  • Good analytical and research skills, able to review, write and present project proposals and funding applications
  • Good understanding of project design, planning and implementation and competent in use of log frame or developing projects
  • Skills to train and support partners in developing resource mobilisation strategy and the techniques of fund raising
  • Proven track record in managing grants
  • A self starter, and have the ability to work with a team of technical leaders working on the 5 thematic areas of (HIV/AIDS, Health, Social Protection, Rights and Discrimination, and Emergency)
  • Strong numeracy skills, with understanding of budgets and spreadsheets
  • Excellent interpersonal skills, to communicate with tact and sensitivity – required to network with contacts for whom English is not the first language
  • Excellent written communication skills essential. A degree calibre level of education or equivalent in experience.
  • Excellent time management skills required to meet tight deadlines essential.
  • Good IT skills to include Excel, Word is essential and use of databases desirable
  • Fluency in English essential. Fluency in French is desirable.
