The Regional Security Office (RSO) has an opening in Kisumu for the position of Security Investigator. The position will be available immediately.

Minimum Requirements

◊    University Degree in Social Sciences or Law Enforcement is required.
◊    Officers ranked superintendent of police or the equivalent rank or above, in another Kenyan Government Agency, or a private organization, with
five years of investigative experience with Kenyan Governmen, Kenyan Police, or a private organization, and several years related experience
with security 
protection is required.
     Level IV (fluent) English ability and Level IV (fluent) Kiswahili ability are required.
à         Must have thorough working knowledge of local documentary sources of information and familiarity with local and regional laws and geography.
à         Must have knowledge of word processing and e-mails.

Job Specification

BASIC FUNCTION OF POSITION
Incumbent serves as on-site RSO presence for USG facilities and personnel in western Kenya. Incumbent serves as an investigator responsible for conducting complex and sensitive investigations assigned by the Regional Security Office to include personnel security certifications, personnel suitability, fraud, malfeasance, and visa/passport fraud cases for U.S. Government Agencies operating under the COM. Provides security briefings on behalf of the RSO to TDY USG personnel in Kisumu. Incumbent provides continuity in regard to institutional knowledge and establishes, conducts and maintains liaison with all host government police, law enforcement, security organizations, and customs and immigration officials. Works closely with the CDC-KEMRI and MRU Director’s in Kisumu. Represents the Mission in court and on other legal matters, with required approvals. 

The types of investigations include: security incidents and threats to USG employees/family members; visa, citizenship, document, passport and immigration fraud; procurement or financial irregularities; and malfeasance. This involves a great deal of conflict resolution among those who are providing information and testimony which is an important aspect of investigative work in Kenya, and seeking out and uncovering, researching and analyzing documentary evidence. Investigative ROIs (reports of interviews) must be well organized, well written, and properly documented with little RSO oversight. Develops and maintains liaison with local police, airport, CID, and other security and/or government officials. Incumbent conducts interviews for personal background checks for employment of other LES staff and for other personnel as required. Incumbent must also provide TDY support for VIP visits or U.S. Delegations as directed by the RSO. He/She also assists other Mission offices and USG entities as directed by the RSO by liaising with police on all matters with or on behalf of US diplomatic. Incumbent must be available 24 hours a day, 7 days a week to respond to emergencies and contingencies as directed by the RSO and CDC senior American staff.

Pre-Employment and Suitability Investigations                                                                                             30%

 

  • Incumbent is responsible for the completion of pre-employment security and suitability investigations for LES and contract employees in Western Kenya.
  • Incumbent is responsible for conducting update certification investigations on all LES, contract, and domestic service employees. He/She is charged with resolving any discrepancies or allegations of misconduct or unsuitability uncovered in the course of the investigation.
  • Incumbent may be required to verify certification for local guard contractor personnel to resolve discrepancies or negative information which may be uncovered during name checks conducted by Washington.
  • Incumbent provides administrative support for the employee and contractor certification program.

 

Liaison and Protective Security                                                                                                                      30%

·        The incumbent is responsible for maintaining liaison with security and law enforcement personnel within the GOK. This includes: KPS, KWS,
KAA, KPA, Administrative Police, OSU, Immigration and others often involving high level contact with District and Provincial
Commissioners.

·         Incumbent assists with and advises the RSO in obtaining GOK cooperation involving investigations of both security and criminal matters and in
the exchange of information relative to criminal and terrorist activity or threats.

·         Incumbent is responsible for assisting with arranging protective security coverage for visiting VIPs.

·        Incumbent serves as on-site liaison with local guard force contract security company (KK Security) and KEMRI security.

·         Incumbent serves as liaison between the mission Guard Force Supervisor in Nairobi and KK Security. Incumbent is directly involved in the
guard force deployment, briefing and supervision in conjunction with KK Security. 
 

Miscellaneous  Investigative  esponsibility                                                                                           30%

·         Conducts investigations related to vehicular accidents, threats and security incidents and robberies involving official U.S. personnel and/or U.S.
assets, including grant funds and assets.
·        Conducts miscellaneous investigations to include employee malfeasance and misfeasance, theft, fraud and other internal investigations which
may be required.
·         Conducts complex visa, passport, and document and immigration fraud investigations and assists with procedures necessary to prosecute
such cases locally.
 

Other Duties                                                                                                                                                      10%

·         Incumbent is responsible for obtaining GOK reports regarding traffic accidents, criminal and/or terrorist incidents and deaths.
·        Incumbent represents the Mission in court proceedings regarding summonses and other legal matters.
·        Incumbent serves as a source of local intelligence for the RSO, Political Section, CDC personnel, MRU personnel and the Ambassador.
·        Incumbent assists RSO with coordinating ILEA and anti-terrorism training provided to GOK personnel. This includes candidate evaluation and

selection, processing necessary paperwork (visas, dip notes etc), and preparing the students for international travel.
·        Incumbent may assist Consular section in cases involving the arrests or deaths of American citizens.
·        Incumbent is responsible in assisting the Mission in protocol duties involving visiting dignitaries, including overseeing and participating in airport
arrivals and departures.
·         Incumbent assists in or conducts interviews for visitors to Mission facilities.
·         Incumbent assists in the resolution of domestic servant problems when necessary.
·         Incumbent serves a member of the safety committee at CDC- Kisumu and MRU- Kisumu.
·         Incumbent provides briefings to the transportation department of CDC/MRU on road traffic prevention and avoidance.


Selection Process
:

WHEN EQUALLY QUALIFIED, U.S. CITIZEN ELIGIBLE FAMILY MEMBER (USEFMs) AND U.S. VETERANS WILL BE GIVEN PREFERENCE.  THEREFORE, IT IS ESSENTIAL THAT THE CANDIDATES SPECIFICALLY ADDRESS THE REQUIRED QUALIFICATIONS ABOVE IN THE APPLICATION.

à        Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
à         Current employees serving a probationary period are not eligible to apply.
à         Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on
their most recent Employee Performance Report are not eligible to apply.
à        Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for
advertised positions within the first 90 calendar days of their employment.
à        Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised
positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually
Employed (WAE) work schedule.

DEFINITIONS

1.  Eligible Family Member (EFM):  An individual related to a U.S. Government employee in one of the following ways:

 

  • Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
  • Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support.  The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
  • Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
  • Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

  2.  U.S. Citizen Eligible Family Member (USEFM):  For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria: 

  • U.S. Citizen; and,
  • EFM (see above) at least 18 years old; and,
  • Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

 

  •  
    1. Resides at the sponsoring employee’s or uniformed service member’s post of assignment abroad or at an office of the American Institute in Taiwan; or
    2. Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.

 3.  Appointment Eligible Family Member (AEFM):  EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:  ·         Is a U.S. citizen; and·         Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is unmarried and at least 18 years old; and

·         Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and

·         Is residing at the sponsoring employee’s post of assignment abroad or, as appropriate, office of the American Institute in Taiwan.

·         Does not receive a Foreign Service or Civil Service annuity


4.  Member of Household (MOH):  An individual who accompanies a  direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan.  An MOH is: 

  • Not an EFM; and,
  • Not on the travel orders of the sponsoring employee; and,
  • Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

 A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member.  A MOH does not have to be a U.S. Citizen. 

5. Not Ordinarily Resident (NOR)– An individual who: 

  • Is not a citizen of the host country; and,
  • Does not ordinarily reside (OR, see below) in the host country; and,
  • Is not subject to host country employment and tax laws; and,
  • Has a U.S. Social Security Number (SSN). 

 NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

6. Ordinarily Resident (OR)– A Foreign National or U.S. citizen who:

  • Is locally resident; and,
  • Has legal, permanent resident status within the host country; and,
  • Is subject to host country employment and tax laws. 

 EFMs without U.S. Social Security Numbers are also OR.  All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).
