The National Council for Law Reporting is a state corporation established by the National Council for Law Reporting Act, 1994. 
 
The statutory mandate of the Council is to publish the official Kenya Law Reports which are compilations of the decisions of the superior courts of Kenya, and the revision and updating the Laws of Kenya. 
 
The Council is a leading publisher of public legal information.

The Council is looking for highly organized and self-motivated professionals to serve in the following positions:

Job Title: Web & Systems Developer Assistant
Job Grade: KLR 7
Reporting to: Web & Systems Developer
Department: ICT Department
Basic Salary not including allowances:  Ksh.35,275 (1,764) – 37,039 (1,852) – 38,891 (1,944) – 40,835 (2,042) –  42,877 (2,144) – 45,021 (2,251) – 47,272 p.m.

Key Tasks
Duties and responsibilities will entail:-

  • Ensuring the website is running and available at all times.
  • Carry out updates/revisions to the website as and when is required.
  • Provide relevant reports on website statistics
  • Liaising with the internal departments on implementing some recommendations made by current and/or potential clients on improvements to the website.
  • Design and implementation of Internet Marketing Strategies.
  • To support NCLR’s continued expansion & improvement of services through web-based systems.
  • Maintain and support all web servers
  • Responsible for the Councils knowledge management server and in-house ‘Wikipedia.
  • Carrying out periodic backups on the various existing internal systems.
  • Developing and implementing other in-house systems that may be required.
  • Managing and updating documentation in relation to all systems (online & offline).
  • Manage the system development life cycle.
  • Prepare training programs and system documentation.
  • Provide ongoing database technical support to the National Council for Law Reporting.
  • Develop and enforce database and OD-level security policies for data protection.
  • Any other duty/task allocated by HOD.
Person Specifications
For appointment to this position, a candidate must:-
  • Have a Bachelor’s degree in any of the following disciplines:-  Computer/Information Science, Computer/ Software Engineering or its equivalent  from a recognized institution;
  • Be  certified by any of the following:- N+, MCSE, CCNA, Java or other ICT     equivalent certification;
  • Be familiar with Databases Oracle MySQL, PL/SQL, Postgre, SQL and MS Access, Solaris, Red Hat, Linux, Fedora and Mandriva and Content Management Systems –  WordPress, Drupal, Joomla, Typo3.
  • Have good knowledge and understanding of networking technologies, communications and operation systems, web and systems development, hardware and the required software and protocols supported;
  • Have excellent interpersonal, presentation and communication skills;
  • Have Certificate in computer applications; and
  • Be fluent in written and spoken Swahili and English.
