The National Biosafety Authority (NBA) was established in pursuant to the provisions of the Biosafety Act No. 2 of 2009 and came into operation on 12th February 2009.

The overall mandate of the NBA is to exercise the general supervision and control over the transfer, handling and use of genetically modified organisms (GMOs) with a view to ensuring safety of human and animal health as well as the provision of an adequate level of protection of the environment.

NBA is the competent authority of the Government of the Republic of Kenya mandated to regulate all activities involving GMOs in food, feed, research, industry, trade and environmental release.

Technician II

The holder of this position will report to the Lab Technologist II.

Duties and Responsibilities

  • Ensure laboratory equipment(s) are properly cleaned; reagents and other materials are appropriately maintained and stored.
  • Implement safety programmes in the laboratory.
  • Undertake stock control of chemicals, equipment, records keeping, tracking methods and results.
  • Handles and disposes hazardous and non-hazardous materials in accordance with safety protocols.
  • Ensuring that all health and safety procedures are followed correctly.
  • To collect samples for analysis and maintain sample records.
Requirements for Appointment
  • Diploma in Biomedical, Biological Sciences or analytical chemistry from recognized institution.

 
Lab Technologist II

The holder of this position will report to the Senior Biosafety Officer.

Duties and Responsibilities

  • Carry out analytical and diagnostic works (PCR-based protein-based, ELISA-based test etc.) on GMOs.
  • Implement safety programmes in the laboratory.
  • Implement activities towards achievement and maintenance of International quality assurance and laboratory accreditation.
  • Participate in developing reviewing and maintaining of Standard Operating Procedure (SOPs).
  • Maintains and calibrates laboratory equipment.
  • Handles and disposes hazardous and non-hazardous materials in accordance with safety protocols.
  • Ensuring that all health and safety procedures are followed correctly.
Requirements for Appointment
  • Bachelor of Science degree in Biological Sciences or other relevant fields from recognized institution.

 
Principal Biosafety Officer (Monitoring and Evaluation)

The holder of this position will report to the Director, Technical Services.

Duties and Responsibilities

  • Implementation of the NBA’s policy regarding the establishment and operations of Working Groups and expert and independent reviews in technical review of GMO dossiers.
  • Fast tracks the applications review ensuring adherence to the stipulated approval timelines
  • To develop, maintain, and continually update BCH information on GMO applications and approved GMO projects for information exchange on National and International BCH.
  • To consolidate risk assessment reports on applications
  • Preparation of draft scientific documents, decision documents and approval documents.
  • Undertakes preparation of scientific outputs of NBA in the area of GMO use and applications.
  • Liaison with the regulatory agencies on issues related to GMO reviews
  • Development of proposals for funding and supervise Biosafety projects
  • Represents NBA in the most positive manner with prospective, employees, clients, suppliers and the community we serve interacts effectively with a diverse group of staff, students and other customers of our services, learns and uses operating practices of NBA.
Requirement for Appointment
  • A Master of Science degree in Biotechnology, related Environmental Science, Agricultural Science, Molecular Biology, Biochemistry, Microbiology or related Biological Sciences from a recognized institution and at least 3 years post graduate relevant experience;
  • Attainment of higher professional post – graduate qualification in Biosafety;
  • The areas of training and Biosafety must be relevant to NBA’s Biosafety mandate;
Biosafety Officer II

The holder of this position will report to the Senior Biosafety Officer.

Duties and Responsibilities

  • Assist in undertaking of border post surveillance and general market surveillance
  • Assist in implementation of Standards in relation to compliance with various regulations
  • Involved in implementation and operationalization of guidelines on GMO testing protocols
  • Involved in sampling of consignments of foods and related items / articles for analysis to ensure compliance with Biosafety law, regulations and the required standards
  • Receiving of GMO applications in the Authority.
  • Screening for administrative and technical completeness.
  • Assist in liaising with regulators, applicants, expert reviewers and stakeholders.
  • Assist in analysis of feedback from regulators, expert reviewers and public comments
Requirements for Appointment
  • Bachelor of Science degree in Biotechnology, Environmental Science, Agricultural Sciences, Molecular Biology, Biochemistry, Microbiology or related Biological Sciences from recognized institution;
  • MSc. degree in any of the above areas is an added advantage;
Principal Finance Officer / Accountant

An Officer in this position will report to Director, Finance and Administration

Duties and responsibilities at this level will entail:

  • Ensure Processing and compiling of annual recurrent and development budget estimates.
  • Monitoring budgetary expenditure to ensure compliance with voted provisions.
  • To ensure that management accounts and statutory reports are prepared on a timely basis.
  • Reviewing books of accounts to ensure completeness, accuracy, adequacy and timeliness.
  • Advising on finance and accounting policy.
  • Analyzing bank reconciliations on monthly basis to ensure correctness.
  • Reviewing and submitting annual accounts for audit purposes.
  • To ensure timely preparation of consolidated Medium Term Expenditure Framework (MTEF).
  • Carrying out periodic reviews of the Authority’s Asset Register and other Capital Expenditures.
  • Ensuring timely statutory payments and filing of their returns.
Requirements for Appointment
For appointment to this grade, an applicant must have:
  • Master’s degree in any of the following: Commerce, Accounting, Business Administration, Finance, or their equivalent qualification from a recognized institution.
  • Served in the grade of a comparable position with a cumulative and relevant working experience of at least eight (8) years.
  • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) or its equivalent bodies.

Principal Human Resource and Administration Officer

The holder of this position will report to the Director, Finance and Administration

Duties and Responsibilities

  • Coordinating all Human Resource Management function including preparation of annual staff budget, recruitment, training and development, staff welfare and discipline, career management, salary administration and performance management.
  • Facilitating formulation, implementation and review of human resource management and administration policies, procedures and strategies.
  • Developing proposals for review of staff salary and remuneration.
  • Ensuring implementation of scheme of service.
  • Advise the management on all human resource management matters.
  • Ensure administrative guidelines on labour laws, constitutional requirements and any other employment statutes issued by government from time to time.
  • Providing advice on the development and review of effective organizational structure.
  • Managing staff development and performance management systems.
  • Ensure prudent utilization of resources including finances, human and capital resources allocated to his/her department.
Requirements for Appointment
For appointment to this grade, an applicant must have:-
  • Master’s degree in any of the following fields: Human Resource Management/Development, Business Administration/Management, Public Administration or any other relevant qualification from a recognized institution.
  • Served in the grade of a comparable position with a cumulative and relevant working experience of at least eight (8) years.
  • Proficiency in computer applications.

Senior Finance Officer / Accountant

The Officer in this position will report to Principal Finance Officer/Accountant.

Internal Auditor II

An officer at this level will report to the Internal Auditor I and will be expected to:

  • Reviewing audit working papers.
  • Evaluating and implement audit reports.
  • Maintaining high audit standards and adherence to plans, budgets and work schedules.
  • Enforcing compliance with existing policies, regulations, instructions and procedures in financial and other operations.
  • Preparing audit reports.

Driver II

Ref: NBA/DRV/12/2014

Duties and Responsibilities

This is the entry into the Driver’s cadre. Duties and responsibilities at this level will entail:

  • Carrying out routine checks on the vehicle’s cooling and oiling systems, electrical system, tire pressure and brakes.
  • Detecting and reporting malfunctioning of vehicle systems.
  • Taking good care of the fuel card.
  • Maintaining the work tickets for vehicles assigned.
  • Driving the vehicle as authorized.
  • Taking initiative for security and safety for the vehicle on and off the road and safety of the passengers and/or goods therein.
  • Maintaining vehicle and ensuring that it is in a clean condition.
  • Monitoring deadlines vehicle insurance.
  • Reporting of accidents or theft.
  • Verifying and monitoring repair works.
Requirements for Appointment
For appointment to this grade, an applicant must have:-
  • KCSE minimum mean grade D+ (plus)
  • Current driving license free from current endorsements and valid for the classes of vehicles, which the candidate is required to drive.
  • Suitability Test for Drivers.
  • At least four (4) years previous satisfactory driving experience after obtaining the driving license.
  • Accident free record within the last four (4) years.
  • First-Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized Institution.
  • A valid Certificate of Good Conduct.
  • Reporting of accidents or theft.
  • Verifying and monitoring repair works.

The holder of this position will report to the Director, Technical Services.

Duties and Responsibilities

  • Coordination of the NBA’s policy regarding the establishment and operations of Working Groups expert and independent technical reviews of GMO dossiers.
  • Provide scientific and technical support to the GMO application and review processes with respect to receiving applications, risk assessment reports, development of guidance documents, and other scientific outputs.
  • Collection and critical review of scientific literature, data and/or dossiers.
  • Ensure compilation of risk assessment reports on applications.
  • Liaison and effective cooperation with the regulatory agencies and reviewers on issues related to GMO applications.
  • Coordinates preparation of scientific outputs of NBA in the area of GMO use and applications.
  • Coordination and supervision of scientific studies commissioned by NBA in the area of GMOs
  • Guide the development of proposals for funding and supervise Biosafety projects
  • Elaboration of timelines of activities, allocation and follow-up of tasks, information exchange on BCH.
  • Mobilization of resources.
  • Establishing and maintaining harmonious contacts with appropriate National and International stakeholders dealing with Biosafety.
Requirement for Appointment
  • PhD in Biological sciences including Molecular Biology, Biotechnology, or related disciplines.
  • Five years working experience in application of Molecular Biology, Biotechnology, Life sciences or related disciplines at least one of which at postdoctoral level
  • Have knowledge of and understanding of Science Technology innovations including Vision 2030
